How can I solve the problems of digging with all four tires on my car? Should I replace them all?

I have an Audi A3 2006 equipped with 4 low profile Pirelli tires. I found out too late that I have rotated the tires every 4,000 miles to avoid "digging" problems, causing the tires to the coarse and noisy. According to a tire shop to replace all tires to eliminate noise and rough handling. Someone told me I could get the balance, while the car's tires to solve the problem but I'm not sure. Is there any sure way to get the tire surface flat again to remove the "digging" the problems?

an old truck shop line can still have a tire around a cut preforms and Truing of their tires [this reduces the life by reducing the depth of the design], but is the only option to put up with it or buy new typicly cupping has two main causes: the adjustment of the feet and weak hits. [speed roads country do not help] the A3 and VW siblng all wear tight ends and ball joints in the short term and "set" of the factory to charicteristics handeling better tire wear.
